Heat a 10-inch nonstick skillet over medium heat. Cook the ground beef and drain off the excess fat.
Add the Taco Seasoning and water and bring the mixture to a boil while stirring constantly. Reduce the heat to low and simmer for 10 minutes.
Heat a second skillet over medium heat and grease. Add a tortilla to the pan. Spread evenly with 1/4 cup shredded cheese and 1/4 of the cooked taco meat. Top with another 1/4 cup shredded cheese and a second tortilla.
Cook for 3-4 minutes in the pan until golden brown. Flip and continue cooking for another 3-4 minutes.
Repeat with remaining ingredients.
